Hello. I'm Beth Carroll. Welcome to New Hampshire Outlook. We begin with the view from the statehouse. This is the last week for lawmakers to make a deal. In other words, it's time for committees of conference. That's where representatives from the House and Senate meet to either hammer out their differences over pending bills - or let the bills die. Richard Ager has spent much of this week at the Legislature - here's his account of a very busy time. |

Shortly before the conference committee deadline, House and Senate negotiators announced they have reached a tentative deal on Senate Bill 302. All towns will receive the same amount per student, but poor towns will also share 135 million dollars in additional aid with 23-million of that money coming from property-rich towns. The statewide property tax rate will rise by just under 3%. |

If you've bought a gallon of milk recently you probably noticed prices are on the rise-- reaching their highest point ever nationwide. Some stores in New Hampshire are charging upwards of 4-dollars a gallon for milk, much higher than just a few months ago. Producer Susan Hajdu met with New Hampshire Agriculture Commissioner Steve Taylor to find out what's happening in the dairy industry. |

But I don't think that any farmers expect that these prices will hold at this level, that's never been the pattern, they usually come back closer to, let's call it, reality very soon." 5:46 29:22 "If we go into a supermarket and we see a gallon of milk selling for $3.99/gallon and the farmer gets $1.50 and the processor gets, let's be very liberal and say $1.20, that's going to leave $1.49 for the retailer so the retailer can make a lot of money when you consider the volume of milk that moves through a supermarket in a day's time it's a very profitable piece of the supermarket pie." 29:48 5:47 What are some of the factors that have led to this overall increase? 5:50 "There are about five factors that have led to this overall increase. Number 1, is a period of over 2 years of very, very low price and during that period of time the entire dairy farm sector suffered terribly and many farmers exited the business. Many farmers got rid of cows, they cut back on production, that's number 1. Number 2 is a very high price for beef. So, it's very attractive to sell lower producing cows for beef, for slaughter." 6:18ish "Number 3 is feed prices have been very high. You had poor soybean crop and relatively poor corn crop last year and so prices for feed, corn, soybean, to feed dairy cows have gone way up." 7:19 "A fourth reason has been the BSE mad cow scare that occurred in Washington state back in December, and resulted in the closing of the Canadian border to imports of replacement hefers, cows that could come here and join dairy herds. Historically, Canada has been a major source of dairy hefers for replacement on American dairies. And the fifth factor that is accounting for the price rise is the economy." 2:50 How high do you expect the price of milk to go? "I think it'll level off at about where we are right now. There are already signs of resistance in the cheese markets and the butter markets to this huge run-up in price that's occurred. In other words, decisions are being made by buyers for fast food, for pizza, for further processing, ice cream -- all of these things to hedge and to soften and ease their buying purchases, their buying plans, in hopes of restraining this big run up. 14:02 What does this price increase mean for the dairy farmers themselves? Taylor: "Well, for dairy farmers, the last 2 1/2 years were a period of extreme financial difficulty and farmers here in New Hampshire and in New England that weathered that storm did it by any number of different means. Some of them added off-farm employment or a spouse went to work in town or increased hours. Some of them did it by taking on outside work like plowing snow, or selling more commodities like maple syrup or firewood and a lot of them went to their lender and borrowed money to keep going. So, while prices seem higher right now to them, may of them are still working out the effects of that bad period where they had to borrow money - that money's got to be paid back." |
